This guide is for general information and is not legal advice. Confirm your plan with your own gaming counsel before you launch.
Short answer: It depends on the provider and on the market you target. Some white-label providers let you launch under their gaming license, and others only supply technology while you apply for your own. Strict markets, including the UK and most US states, license each operator individually. Ask every provider which license covers your brand, in which markets, and in writing.
Does a white-label platform include a gambling license?
Every online casino or sportsbook needs a license to operate legally in regulated markets. What changes with white-label is who holds it. Altenar puts it plainly: in some markets you can be covered by the provider’s existing license, and in others you still need your own approval, although a certified provider can make that process smoother.
SOFTSWISS describes the classic white-label model the same way. The operator runs the casino under its own brand and domain, on the provider’s platform and under the provider’s license, without applying for a license of its own. It also notes that white label is not a separate type of license. It is a use case that exists when a provider’s license allows several branded projects under one regulatory umbrella.
So the honest answer to “does the provider cover it?” is: ask which provider, and ask for which markets. Providers differ, and the answer for a brand targeting players in one country can be different from the answer for another.
When can you operate under a provider’s license?
Provider-license models work where the regulator accepts an arrangement in which one licensed entity hosts several brands. In practice, buyers should check three things before they sign:
- The license holder named in the contract and the jurisdiction that issued it.
- The list of countries where your brand may take players under that license.
- What the provider handles day to day, such as player verification, payments, fraud controls and support, and what stays on your side.
Operators must follow the local laws and licensing requirements of every market they target. A provider’s license describes what the provider can offer. It does not make a market legal for you, so treat any promise of “legal everywhere” with caution.
When do you still need your own license?
Several regulators do not accept the umbrella model. SOFTSWISS lists national licenses in the UK, Germany, Sweden and the Netherlands as markets where each casino brand must hold its own license. Altenar adds Spain, Greece and most US states to its list of places where regulators approve each operator individually.
Regulators also hold licensees accountable for their suppliers. The UK Gambling Commission states that licensees are responsible for the third parties they contract with and must keep sufficient oversight and controls over them. Using a provider does not remove your accountability where you hold the license yourself.
The United States is a patchwork. Each state sets its own rules and issues its own licenses. Maryland Lottery and Gaming, for example, describes itself as the regulator that checks casinos and sports wagering licensees before issuing an operation license, and says licensed sports wagering operators are the legal real-money option in that state. For a US real-money casino or sportsbook, the operator applies for the state license. We cover the sweepstakes route separately below, and our guides on launching a crypto casino in the US and launching a US sportsbook go deeper on each path.
How do the licensing models compare?
| Question | Provider-license white label | Own license with a technology provider |
|---|---|---|
| Who holds the gaming license | The provider, under its own regulatory umbrella | Your company, issued by the regulator in your target market |
| Time to launch | Shorter, because you skip your own application | Longer, because you complete the regulator’s application and vetting |
| Upfront legal work | Mostly contract review and market checks | Application, fees, audits and ongoing reporting |
| Market reach | Limited to markets the provider’s license supports | Set by the license you obtain |
| Where it fits | Early launches and markets that accept the arrangement | Strict markets such as the UK and most US states |
| What to ask a provider | Which license, which countries, what happens if rules change | Which certifications and audits it supplies for your filing |
The two columns are not rivals. An operator can use a provider’s license in markets that accept it and apply for its own license in markets that require one. Plan for that second step early so your platform contract allows it.
What questions should you ask a provider about licensing?
- Which entity holds the license, and which regulator issued it?
- Which countries can my brand serve under it, and where does it not apply?
- What is included in the platform fee and what costs extra? Our white-label online casino cost guide lists the common line items.
- Who runs player verification, anti-fraud and anti-bonus-abuse checks?
- If a regulator changes the rules, how will you tell me and what changes in my contract?
- Can I move to my own license later without rebuilding the platform?
Written answers to these six questions tell you more than any brochure. If a provider cannot name its license holder and the covered markets, treat that as a warning sign.
What about sweepstakes casinos in the United States?
Sweepstakes casinos follow a different framework from real-money casinos, and state rules still apply to them. For this model we provide a sweepstakes framework supported by a legal opinion. Operators still need to review the rules of each state they target with their own counsel. Our sweepstakes casino legal checklist walks through the steps in order.
How does Maincard help with licensing?
Many founders stall on licensing because applying for a license takes time and money before a single player signs up. At Maincard, licensing is part of our white-label offer for online casino and sportsbook brands. Operators can launch under our Anjouan gaming license instead of applying for their own, and our licensing covers many countries across different regions. For the United States, we provide the sweepstakes framework described above. Each US state licenses real-money operators itself, so those operators apply for that state license.
We also help you understand the licensing terms that apply to your brand, and we offer optional support through licensed third parties for compliance audits, regulatory filings and country-specific legal vetting. Behind your brand we run the platform, payments, player verification, anti-fraud and 24/7 support, so you spend your time on audience and growth. On a demo, ask us which markets suit your brand and what the terms say about each one. Start at maincard.io.
FAQ
Can I launch a casino without my own gambling license?
In some markets, yes, if your provider’s license allows it and the regulator accepts that structure. In others, such as the UK and most US states, each operator must hold its own license. Check the rules of every market you plan to serve before you sign a platform contract.
Is a white-label provider responsible for my compliance?
Not automatically. The provider’s role depends on the contract, and operators must follow local laws in the markets they target. Regulators such as the UK Gambling Commission also expect licensees to keep oversight of their suppliers, so ask what the provider runs and what you must monitor yourself.
Does a white-label license cover the United States?
A real-money casino or sportsbook in the US needs a state license, and each state issues its own. A sweepstakes model follows a different framework and still needs review state by state. Ask any provider to state exactly which of these paths it supports.
What is the difference between white label and turnkey?
In SOFTSWISS’s description, white label runs under the provider’s license, while turnkey places the licensing responsibility with the operator. The terms are used differently across the industry, so ask each vendor what its package includes rather than relying on the label.
How do you handle licensing for new operators?
We let operators launch under our Anjouan gaming license, with licensing coverage across many countries in different regions. We explain the licensing terms for your brand and can arrange optional support through licensed third parties for audits, filings and country-specific legal vetting. In the US, real-money operators apply for their own state license.
