This guide is for general information and is not legal advice. Confirm your plan with your own gaming counsel before you launch.
Short answer: To start an online casino in the US, first pick a legal model: a real-money casino licensed state by state, or a sweepstakes casino. Real-money online casinos are legal in eight states, and operators there apply for a state license. A platform provider then supplies the technology, payments, player checks and support. Ask each provider in writing what it covers in your target state.
What do you need to start an online casino in the US?
The US has no single national online casino license, so the plan starts with the law of the place where your players live. Work through these steps in order.
- Choose the legal model. Real-money casino play is legal only in a handful of states. Sweepstakes casinos use a different, promotion-based structure and are available more widely.
- Pick target states. List the states you will accept players from and the states you will block. Geo-blocking is part of the product, not an afterthought.
- Secure the right license or legal basis. For real-money play, that means a state license. For sweepstakes, it means a legal opinion and a compliant promotion structure.
- Select a platform provider. You need a player account system, game library, wallet, payments, identity checks, fraud controls and a back office.
- Set up payments and KYC. Deposits, withdrawals or prize redemptions, age checks and identity verification all need to work before launch.
- Plan support and retention. Players expect fast answers, and CRM tools decide whether first-time players return.
If you are still deciding whether to build or buy the technology, our guide on how to launch an online casino without building the technology compares the routes.
Which US states allow real-money online casinos in 2026?
As of October 2026, Action Network lists Connecticut, Delaware, Maine, Michigan, New Jersey, Pennsylvania, Rhode Island and West Virginia as the only states offering real-money online casinos. CBS Sports gives the same eight states. Action Network adds that Maine, the newest, still had four licenses to award, with sites expected to go live later in 2026, so check the current status before you plan around it.
Both sources also list states where bills are under consideration. Those are proposals, not market access, so we do not treat them as launch targets.
How is a real-money operator licensed?
Each state sets its own rules, and the operator applies for the state license. Michigan shows how restrictive this can be. Under MCL 432.306, the Michigan Gaming Control Board may issue an internet gaming operator license only to a holder of a Michigan casino license or to a tribe that lawfully conducts class III gaming in a casino in the state.
The same law covers vendors. Under MCL 432.308, a person that is not licensed as an internet gaming supplier may not provide goods, software or services as a supplier to an internet gaming operator. The state’s administrative rule R 432.622 lists internet gaming platform providers among the suppliers that need this license.
The lesson is practical. In a licensed state, both the operator and the platform vendor face state requirements, and the rules differ by state. Ask any provider which approvals it holds in the state you are targeting before you sign.
What is the difference between a real-money and a sweepstakes launch?
| Question | Real-money online casino | Sweepstakes casino |
|---|---|---|
| Who licenses it? | Each state licenses the operator. The operator applies for that license. | No state gaming license. The model rests on a sweepstakes-based legal structure and a legal opinion. |
| Where can you offer it? | Only in the states that have legalized online casinos, listed above. | Offered in more states, but some states restrict it, so geo-blocking is required. |
| Typical first steps | Pick a state, apply for the license, then connect a platform vendor that meets state requirements. | Set up the dual-currency and promotion structure, get legal review, then connect payments and KYC. |
| How we handle it | We do not issue state licenses. Each state licenses real-money operators itself. | We provide a sweepstakes-based framework supported by a legal opinion, together with the platform. |

What should a US casino platform support?
Whatever the model, the platform has to cover the same operating basics. Use this list when you compare vendors.
- Player identity and age checks. KYC at registration and before withdrawals or redemptions.
- Fraud and bonus abuse controls. Promotions attract abuse, so detection should be built in.
- Payments. Card and other fiat methods, plus crypto where your legal model allows it. Our guide to launching a crypto casino in the US covers the legal limits.
- Location controls. Geo-blocking for states you cannot serve.
- Game content. A catalog from several studios, not one source.
- CRM and affiliate tools. Player communication and partner tracking.
- Support. Round-the-clock customer service for players.

How does Maincard help you start an online casino in the US?
Most founders who ask how to start an online casino in the US are stuck on two things: the licensing path and the amount of operating work behind a launch. Maincard is a white-label provider. You bring the brand, the audience and the marketing, and we run the platform, design and launch, fiat and crypto payment integrations, player KYC, anti-fraud and anti-bonus abuse controls, CRM and affiliate integrations, and 24/7 customer support. For licensing, operators can launch under our gaming license, and for the US we provide a sweepstakes-based framework supported by a legal opinion. For real-money casino play, each state licenses the operator.
On a demo, ask us which launch model fits your target states, what our legal opinion covers, how KYC and geo-blocking work for your plan, and what you would still need to prepare yourself. You can start at maincard.io.
Frequently asked questions
Do I need my own license to start an online casino in the US?
For a real-money casino, yes. Each state licenses operators itself, and you apply for that license in the state you target. A sweepstakes casino follows a different legal structure and relies on legal advice instead of a state gaming license. Confirm your model with your own gaming counsel.
Which states can I launch a real-money online casino in?
Action Network and CBS Sports list Connecticut, Delaware, Maine, Michigan, New Jersey, Pennsylvania, Rhode Island and West Virginia as of October 2026. Maine’s sites were still expected to launch later in 2026 according to Action Network. States change their laws, so recheck before you commit.
Can a white-label provider handle licensing for me in the US?
It depends on the provider and the model. For real-money play, the state licenses the operator, and platform vendors may need their own state approval. For sweepstakes, we provide a framework supported by a legal opinion. Ask every provider to state in writing what it covers.
How does Maincard handle a US casino launch?
We provide the white-label platform and the operations behind your brand, including payments, KYC, anti-fraud, CRM and support. For the US we offer a sweepstakes-based framework with a legal opinion. We do not issue state licenses for real-money casinos, so those operators apply to the state directly. Operators follow the local laws of the markets they target.
What is the first thing to decide?
Decide your legal model and your target states. That choice drives the license you need, the payment methods you can use and the provider you should shortlist. Everything else in the launch plan follows from it.
